Instead of the normal network of taxis, which appear to be mythical around here, drivers could purchase a kit that goes on their dashboard and combines a cellphone and GPS device. When someone calls up for a list, they get a list of the nearest active drivers and how much they charge per mile. If you don't feel like driving anybody at the moment, turn off the gizmo. If some crook tries robbing you, hit the "Panic Button" that dials 911 and gives your GPS coordinates.

Actually, the 'panic button' idea isn't a bad one in general.

       It's called a "gypsy cab" or "bootleg cab." You can find them operating (illegally) in most cities.
