A system where a person registers and is assigned a number for posting intelligence heard on the streets or over-heard in an elevator by, say, a bike messenger. The retrieval also works in a similar fashion (number ID) and if a posting is used, a small transaction fee is noted for the poster.

Fine, it may not be great for 'journalistic integrity', but neither are the current news.
