It's pretty simple. Set a standard for the power of a vehicle, say, in horsepower. Only allow an applicant for registration to operate that vehicle if the applicant's age * 10 is less than or equal to the rated horsepower of the vehicle.

My first car (1982 Daihatsu Charade XTE) was only 40kW/54hp. I got it up to over 150km/h. Bad drivers are dangerous, not cars of any particular power. |

Only allow people to drive who can prove they don't believe in any fruitcake religions.
