It's pretty simple. Set a standard for the power of a vehicle, say, in horsepower. Only allow an applicant for registration to operate that vehicle if the applicant's age * 10 is less than or equal to the rated horsepower of the vehicle.

My first car (1982 Daihatsu Charade XTE) was only 40kW/54hp. I got it up to over 150km/h. Bad drivers are dangerous, not cars of any particular power.

I understand that Australian driving regulations restrict recently licensed drivers from operating high-power vehicles.

Only allow people to drive who can prove they don't believe in any fruitcake religions. [note - All religions are carefully designed and constantly modified to ensnare and become the preserve of feeble minded fruitcakes] Also - total non-believers (like me) would be allowed to bash into fruitcake cars with impunity! hahaha

I don't think I would want to worship fruitcake. Angel food cake, now that's a different story altogether. Angel food is divine. Devil's food is sinfully delicious as well.

Should expiry of a impression reflect the time from its inspiration, demonstration, or execution?

I know how it works with religion, but about more tangible domains like pasta?
