Condemn button for websites that abuse search

I just clicked on a Google News story and the website took 20 seconds to come up and there was maybe a five line news story on it and about 300 advertisements. Isn't that abuse of the system? There should be a condemn button with a feedback box automatically attached to that result so the system can be self correcting.

       Google already has a form to report abuse (see my link). I suppose someone could automate it so you could click a button and fire off that form automatically. (You could probably use Greasemonkey to insert the buttons to do this right into your Google results pages, see my second link).   

       So its basically baked.
