Make tiny flea harnesses, and attach them to fleas (millions of them.... using prison labour of course as a suitable additional punishment for those who have committed particularly heinous crimes)
One end of the flea harness is attached to a device which produces a tiny burst of electric current when
jerked by even a miniscule amount. Place rows of such tethered fleas in a large matrix and parade shaggy dogs continuously in front of them, just beyond their leaping range.
Results.... a Flea-powered source of electricity, and a place to walk dogs. Call it Flea-Lectricity!
