Using mechanics and soundwaves this machine causes an earthquake for military uses. First small warning earthquakes and then as time evolves you give the real thing, making a whole new thing to worry about, after atomic bombs and crazy religions and beliefs taking over us.

       How big an earthquake are you looking for?   

       According to values I found on a page of howstuffworks.com -   

       A magnitude 5.0 earthquake is about 200 tons of TNT : doable.   

       magnitude 6.0 is 6,270 tons : Okay, that's a lot of explosives   

       7.0 is 199,000 tons : You got a nuke?   

       8.0 is 6,270,000 tons : Or a thermonuclear bomb, if you've got one going begging.

       I believe they have to use concrete. Her heels overstress wood. The Army Corps of Engineers keeps tabs on her whereabouts so as to provide support beams when she crosses bridges.
