All citizens age 25 or older will be issued a yellow 'Citizen's Penalty Flag' and a whistle for enforcement of Societal Common Sense Rules.
If you witness an illegal procedure you throw the Citizen's Penalty Flag into the air and blow your whistle.
Violators will have to spend a pre-determined
amount of time in a Virtual Penalty Box thinking about what they have done until they feel shame.
Rule-breakers can spend anywhere from 10-minutes in the box for Minor Penalties(putting empty milk container back in the fridge, telling a bad joke) up to serving a full 60-minute Major Penalty for more serious deeds (passing extremely stinky gas, listening to 'N' Sync in public).
For those really bad guys out there ordinary citizens will also be able to call a 'Society Misconduct Penalty' where the actual Police are called and the perpetrator must do actual jail time.
Regional Common Sense Judges will be available to overturn any penalties if deemed incorrect upon further review of the infraction.
