Picture a tiny object consisting of a speaker, a button-cell battery, and an adhesive side. Every now and then it makes a noise like a cell phone ringtone.
Simply buy a bag of 100 of these and stick them under seats in the movies, on buses, in bridge clubs: anywhere you'd like to see some excitement.
This will drive people up the wall, as some of them start to accuse others, some respond helplessly that it isn't their phone, and others dig frantically through their bags to find the phone they think is ringing that they've actually already turned off hours ago.

Another optional feature: when I was in college, one of my friends was plagued by a device that had been rigged to only make noises when the light was turned out, making it next to impossible to find once it was hidden in her room. |
