You'd pull the pin to arm it and throw it at the bank
robber, hostage taker etc. Upon impact with the subject,
the grenade would explode but not disintegrate. Instead,
the explosive charge inside would blow up its
surrounding tough Kevlar balloon envelope, expanding to
about five times its
original size with enough force to
impart a boxing glove like blow to the person hit by it.
The advantages of this are that the impact force would
be the same from any distance, several could be carried
on the officer's belt without the need for an additional
weapon and they could be used while another firearm
was held at the ready should it be necessary.
The officer's options for escalation of force could have
another tier allowing them one more option before
having to revert to deadly force.
Like this only faster, with Kevlar and no witch.

There are plenty of low-lethality munitions which do the same job. |

Not so with other munitions doing the same job. A
stun grenade can still blow an eye out if it blows
up
in your face, a beanbag gun requires that you carry
the gun and be at the right range, not too far and
not too close. A beanbag gun hitting somebody
too close can break their jaw. Too far it bounces
off like a Nerf ball. This has the same impact at
any
range. |

Being a beanbag gun that doesn't need a gun is
reason enough to justify this imho. |
