(I never watched baywatch.) The Idea follows:
A large pod of whales 'ave beached themselves on remote beach named couldbenearyou
The local fire department roars into place being great heroes like they should be, pulls out the equipment.
Several large tubes of undetermined material (my
first thought was PVC, but I doubted the strength) are punched into the sand directly next to the beached whales.
In this case, we're in luck as the tools were designed to fit for this application by the oil industry. The tubes hit the sand & the interior auger begins pumping out mostly sand & a little bit of sea water until the 1/2 body of the whale distance is achieved underneath.
The drilling tools (auger) is extracted & the inflation equipment is brought in. The fire truck begins pumping away to inflate the "balloons" underneath the whale.
I infer that with strong enough "bladders/balloons" that through several applications of the poke & blow strategy, the whale could be scooted back into the ocean.
