Depending on how drunk people are, bar fights don't always have a clear winner, so why not have a ref? He'd probably be loaded, too, but who cares? He sets rules and announces the winner after 3 rounds, then gets in a speedo and challenges any onlookers to a cartwheel championship.

you would have to introduce fines for anyone smacking the ref (which inevitably somebody would) |

great idea, but yeah some fines would have to imposed by the ruleing authority for miss use of the ref. otherwise have some prize fights and reduce the surface population. |
