The part which attaches to the balloon is a cylinder with a wider flat base.
Air can move freely through this, allowing the balloon to be inflated - when inflated, the second part of the device is attached. This is a circle designed so that the escaping air spins it very quickly - the surface of
it is covered in a soft material which is gently pressed against the surface of the glass to clean it.
The cleaners would cost very little to produce and could be given away by the handful - also at request, can contain a comedy whistle.
After all - who doesn't carry a balloon around with them at all times?
