These underpants have a cloth separator between the penis and
testicles. A condom is placed inside this separate area, followed
by
the penis in a flaccid state. When the penis becomes erect, the
base of the condom which is immobilized by a lubricated ridge, is
held in place, and it unrolls

That's possible. Although, the way I imagine it, even a wee
wee would still fit inside. These are quite tight fitting
andd the penis and testicles are well sectioned off.
Although, it's possible, to be absolutely certain, that an
insert could be put in between the ridge of the "penis
pocket" to make it more snug for wee wees. I'll prepare a
