This is a section of road which always appears uphill to a car, though both ends are at the same level. A ramp is created by hydraulic actuators elevating the section of the road immediately in front of the vehicle. The work done by the car climbing this section is abstracted and used to turn a turbine,
generating energy which is sold to the utility grid.
A vehicle negotiating this stretch of road will have to expend additional fuel and this is its toll payment.
Consider the advantages to the users: you do not stop to pay toll, and you pay according to the weight of your vehicle.
This is a passive mode of toll collection and so the flock of attendants and such can be dispensed with.
