 Refill cluster blimp with h2 from towed generator in sea

Cluster balloon blimp automatically sends down emptied balloons to be refilled by towed generator, creating electricity from opposing wind vs sea currents, and filling the emptied balloons with hydrogen in a hullaballoon like process.
