I think it is possible to breed an algae or slime community that has basic pH (or just buffers pH) at its contact surface. It could even calcify.

This would reduce cracking and microcracks at water projects causing them to last longer and retain water better.

Often there are schemes to address water needs. What if this reduced TCO1-3% or increased water transported 1-5%?

       This is not your worst idea, [beany].   

       You are, though, going to have to think of lots of things. For instance, it's very difficult to maintain a designed biofilm (which is basically what this is) - there will be many other microbes wanting to get in there, and you need to find a way to make your beneficial biofilm dominant.
