While driving in clear air(no immediate traffic around to give
false airspeed, not unsmoggy), different readings indicate more
or less air induced drag. Driver can opt to change speed to get
better or worse gas mileage.
All the electronic contraptions could get involved with the
readings from
the two gauges but this idea only pertains to the
goings on in driver's head.

I assume you're looking for indicated airspeed rather
than true air speed. IAS is more closely related to
drag. |

If the driver notes that the airspeed indicated matches the
ground speed indicated on a known calm day he can then
judge when the readings differ under other wind
conditions. Trial and error will tell him what gas mileage
he gets at what airspeed indicated and he can decide to
drive at the airspeed that returns the gas mileage he
wants.
In some instances people don't realize that a headwind is
costing them money at their normal speed and slowing
down a certain amount will get them back to their usual
mileage.
Could all be done with computers and cruise control, of
course. This is just a simple combined dual reading gauge.
