At some stage you have to get back to the ground and roll in the
rope, but till then you are pulling and sliding up and down putting
you in motion. With three of these you can also control the
desired direction.

Will a hanging weight oscillating up and down with multiple path motions control a balloon's position? Probably only if the paths deflect or control the air around the jiggling balloon more than the current environmental pressure gradients. |
