It seems likely that this would be more the activity of the group that
currently has the fuel. That I do not know. If there were two groups the Grues n the Bleens The Grues could radioactivize those facilities to release the largest number of persons of use to their organization thus creating a talent or tactical advantage over the bleens
during the 20th century two thirds of the people at correctional facilities were there on nonviolent charges thus they are fairly mild people Happylong is also an option
Thus this simple plan uses stolen French reactor fuel to tactically release people while stimulating the economy
note: actually its more ethical just to return the reactor fuel to where it was taken from
