How is this going to work? People go on medical holidays to enjoy lower costs. In spite of the fact the clinic is encalved (yes I know thats not the right word), the costs for the surgery in an embassy would be the same as the host nation, because thats likely where all of your supplies come from. |

Some countries export physicians: bright students travel to
train in foreign hospitals and never come home (or not until
retirement). Such countries could impose a national service
requrement on their expat-MDs, providing a supply of skilled
labor for extraterritorial hospitals. |
