An early version is already implemented in the Big Brother tv-show. Participants are first nominated by each other and then the audience votes by telephone. Television with more power and control to the viewer has the future anyway (compare: internet). |

It would certainly cut down on wait times for other customers with legitimate problems, simply by using operant conditioning. Shock a belligerent user, and he'll a) call back less frequently and b) be much nicer on the next call. |
