Like the bottom part of [[this]] collapsible bottle.
So it covers the sides and prevents it from dripping until your'e
finished with that level, and you can always pull up one of the
sides (lopsided) so that you safely bite from the exposed ice
cream but can bring back the cone (if you haven't
eaten it) for
protecting the other side.

Made from bendy, bioplasticky edible fruit-leathery-type gel sheet made out of corn, soy, tree trunks, octopus parts or whathaveyou, possibly reusable. |

There would need to be an outer casing, and an inner carrier cylinder - maybe more of an inverted frustum - where user action causes the inner portion to rise as the ice-cream is consumed, but the outer part contains drips, insulates the contents, and provides a secure grip. |
