This is similar to my 'literal banhammer' in first person shooter idea.
You remember the annoying 14 year old players that constantly spew profanities? In some games you can mute them, but it often requires a few button presses and distracts you from the game.
Well why not equip all players with
a object that looks like a remote control. Simply switch to this remote, and point at the offending user and press mute. To assist in identification, all sound is reduced in volume except for the other player you point your remote at.
So it is simply a case of point, click, and mute.
p.s. Perhaps a moderator's button could have a 'secondary function' that visibly gags the offending player character (perhaps with a ball gag), any sound that 'gagged' player tries to say would simply come off as muffled.

Alternatively, the game could incorporate a voice-
recognition AI that delays or denies respawn based on the
degree of potty-mouthedness. |

This is a shooting game, I would presume. I would presume all users are already equipped with something that shoots. Get that thing out, point at the offending user and press shoot. |

Unfortunately this would just result in the offender trying to justify his/her death with even more irritating soundwaves. |

Maybe base a game around that. There was recent technology news about a device that can disrupt a person from talking by replaying their own voice with a slight time delay. Maybe a game set in a futuristic dystopia where freedom of speech is severely limited, and the players use such devices to silence eachother. That's basically the game, and the winner is the person who best serves state interests in keeping the most people silent. The levels can include the political party rally, the student protest, the university seminar, etc. |

You should be able to chose to serve the rebels, and run around restoring people to their ordinary, speech-capable selves. |
