Put a wobble motor inside a piece of foam in the shape of a manta ray or some other similar hydro/aero-dynamic shape and set it so it creates a resonance and then control the resonance with steadying software.

       [JHC] may I recommend you purchase or pirate some CAD software and learn how to use it? Then you can create the objects you imagine and watch them succeed or fail. You'll have the mathematical and design models to support your assertions.

       Or even use CAD software that people give away for free. Fusion 360 is excellent and free as long as you don't make more than $100,000/year with it.
