Negroponte had talked about the lillypad theory and making WiFi both ubiquitous and free.

In these days of worm and virus infested public networks, that seems like a stretch.

However, augmenting WEP and other security implementations to allow for an extranet type environment on your wireless network would allow you to contribute to the ubiquitousness of WiFi while keeping both reserved bandwidth and security intact.

       You may have a point [TheirC]. Unfortunately you have explained it in such a way that the phrase 'Give 10% of bandwidth to the community' is the only one that makes sense. I am asking Why? and How?.

       So, basically, you let people log onto your router while still keeping them outside of your private network? And making sure they don't use more than 10% of the bandwidth.
