Many people don't care what's on TV, they just turn on the box and watch while media is spoon-fed to them. This is particularly true for TVs in public spaces, such as restaurants.

YouTube requires the user to be active: searching and clicking to find the things they want to watch.

I imagine a site where videos are constantly streamed 24/7 without any user interaction or waiting for buffering. There are some livestreams on YouTube and Facebook that could be scheduled every hour to bring regular news or weather.

Such a web TV channel could even use existing EPG data from real TV channels to find the names of programmes worth scheduling.

       This sounds like XM radio translated into restaurant TV. I think XM radio has thousands of genre channels and then plays without commercials.   

       So perhaps there would be 20 curated anime channels for restaurants.   

       This might actually just be instant to bake. things like Roku or Chromecast might let you use a youtube playlist as a video source. So, some company would just curate youtube playlists and then tell restaurants they could participate.   

       I'm kind of "meh" about the whole thing
