For the small poor country that can not afford proper defense from cruise missles and gps guided smart bombs, we have the inexpensive balloon mounted GPS jammer.
These devices will transmit on both 1575.42 MHz and 1227.6 MHz. To even further assure jamming, it could also have a built in repeater
for 1227.7 and 1575.42 MHZ that re-transmits the exact encrypted signal from the orignal DOD and Civilian GPS satelites. These balloons could be released by the hundreds over any country in order to jam aircraft, ground and sea navigation, which would most likely not kill anyone, but would be a non violent way that an angry terrorist could attack a country.
The link that I provided is for a simple Noise GPS jammer. I would think that using a simple RF repeater for 1227.6 and 1575.42 MHZ that recieves and repeats the signal from the satelite would be more effective. each balloon would transmit the signal from a different GPS sat with balloons in sync with each other.
NOTE: I am against terrorism of any kind. This is only an idea and does not include any detailed plans to create such a device. The link that I provide is for a simply garden varity noise GPS jammer for the non-mil civil gps system.

The bombers would merely use other techniques such as laser-guided radar-guided or conventional (unguided) bombs wouldn't they? It almost certainly won't stop them bombing! If you were a civilian I presume the last thing you would want is for the bombs falling around you to be even more inaccurate than usual so this would not be popular with the civilian population. |

It could cause a slow down in coordination of ground force movements though. If you were a civilian and did not want your country to be overrun by an invading force, you likely would be willing to accept the bombs missing the military targets. |
