One idea is to just have a thin contrasting color overlay for Braille paper so that when it is punched out the Braille comes through visually.

The other is to plan the paper so that when is interrupted by standard Braille printers the failure looks visually like the Roman alphabet characters.

All this as marketing for the all in one computer game Visual Braille

Neither idea looks easily workable, the second impossible. What about just putting ink onto the punches ?

       That's a better idea.

How does this work in Japan?

That sounds a somewhat un-japanese approach … would they not be more likely just to enslave some unfortunate Korean or Chinese as a "reader" … ?

Didn't the old Dymo tapes change colour when the letters were punched?

I also see "Braille gloves", so sighted people have a guide to tap on a deafblind person's fingers and communicate with him/her.
