If a person gets cold they get goose bumps on their skin and their nipples get hard.

What about a personal air conditioning system designed only to make your areola area cold using an absolute minimum of power yet physiologically tricking your entire body into responding as though it is cold rather than hot?

       The cooling devices that wrap around the neck (or indeed wrists or ankles) I understood were designed to actually take heat away from the bloodstream to actually cool the body. i.e. the opposite of this idea, which seems to be to stimulate a cold reaction without actually removing any heat energy from the body.
