Strip by the side of the road designed to allow you to throw your garbage out the window of your moving car.

Located every 5 miles or so off of major highways, a series of vacuums, sweepers and hoses corral the garbage from your passing vehicle into the storage bins for later pickup and disposal.

Now driving down the highway and throwing your garbage out of the window of your moving car is the environmentally responsible thing to do.

       No, bad precedent. The other way to go is to try and instill more care.   

       With that said, recapture systems that enhance global health aren't dumb.

       They already have that everywhere throughout the UK, except without the vacuums, or the sweeping up apparatus - that's been held up by planning discussions for the last 90 years. Example: When you drive up the road on leaving Stansted Airport (that's near London for those who live in The colonies) there is so much discarded litter, that it looks like a McDonalds factory has exploded.
