Alternatively (or used in conjunction with the hats), a short-range signal jammer tuned to the frequencies of all wireless printers in the area could be installed near each shredder in a secure wall-mounted box.

       I'm not sure this would have the intended effect. I don't think you can really “jam” a signal at the transmitting end. You'd have to dump enough power into the receiver to render it useless for any type of signal. So you'd pretty much have to disable all wireless capability across the entire network with your signal jammer for it to be effective.
