Ticket paid to legally parked

 For mayors who want the citizens' satisfaction

Instead of just taking down the illegal guy's details take the neighboring two legal cars, and leave them a "ticket" with half the fee paid to them for keeping the law.

NOT for parking meters.

       So if the car next to mine gets a ticket and it's owner returns to see that half the fee is to be paid to me (presumably funded by their fine), they're not likely to vandalise my car....   

       No, of course not. No-one would be that vindictive. Especially not those bereft of social responsibility.
