For countries that floods other countries with refugees due to
persecution of their citizens, other countries ends up holding the
slack for the safety of these abandoned citizens.
For every refugees received by a country due to specifically
government actions against their citizens, would incur
a debt
that the government will have to payback to the other country
hosting the refugee.
This import/export tariff increase will apply to all signing
countries, so a country unaffected by refugees can still collect
the tax and send it to the other countries that is being affected.
Pros: Allows for affected countries to get back the cost of
maintaining refugees, while encouraging other countries to
reduce persecution of their own citizens.
Cons: It may just switch the persecuting country to switch to
genocide more often. Or the receiving country would use the
debt as a leverage to get other advantages via debt forgiveness
(e.g. buy our military hardware).

What if the cause of the refugee problem is an insurgency
against a legitimate government ? How do you get the rebels to
pay up ? Why should the government pay for a problem they're
probably already fighting to solve ? |

I'm just not certain that taxing a country that's in civil war will
result in improvement. It's not like they have a lack of
examples of how to govern. When the government completely
folds from revolution or chaos, whom are you going to tax? |

This sounds a bit like mandating that homeless schizophrenics
should pay a higher marginal rate of personal income tax, to
make up for the trouble they cause. That'll teach'em. Oh, wait ... |
