The bottom line (heh!) - only the interface between bum and wipe need be soft and high quality. The 9ply idea linked avoids folding but does not conserve money or material - it is a big soft, highly processed wad, most of which is totally wasted.

The solution - long strips of TP of the absolute lowest quality. This would be gray and look like a thin egg carton or baking soda box. Appended to the end of the strip would be 5 inches of the most regally luxurious wipe, made only from the most delicate tips of baby cottonwoods. This section would so the wiping work, with the plebian section serving as a handhold. Advantage 2: the low quality TP barely holds together, and immediately disintegrates on falling to the bowl - easier to flush!

       Or maybe a double toilet roll dispenser, with one roll dispensing "the good stuff" and the other roll dispensing the cheap cardboardy kind. Pull 'em together, rip, and fold so only the soft part is bumward.
