Build a traditional rennaisance dome above a cathedral make it out of something transparent and light, maybe perspex?

The dome will act as a lens, which will focus the light onto a particular section of the lower half of the dome, highlighting what is written there ie: the exact time, date, season.

Almost baked without the perspex. http://www.knowth.com/newgrange.htm

Depending on the lattitude, you've also made a solar furnace .... the spot where the light is focussed is going to glow white hot if the lens geometry is good enough.

That would be neat ..... (+)

You're suggesting the means for creating a burning cross, [1/8/7]?

Ahhh, the sweet memory of chasing ants with a mignifying glass. Picture the hand of God and the priests beneath the dome... one more way to put the deviant priest in the "hot seat" no? (+)

Does it have to be a cathedral? Not that I have anything against religion, but these kind of buildings are already very "controversial". Your idea is too nice to be used in a place that only a very specific percentage of the population would want to visit.
