       Conversely, a careful selection of state might drastically reduce crime.

       The New Jersey is very definitely worse than the old one. It's role, so far as I can tell, is to prevent conflict between New York* and Philadelphia... if the spoils of war are New Jersey, then you have a profoundly effective deterrent. In England, the role of New Jersey is played by Warrington. Rival cities Liverpool and Manchester are held in permanent, grudging peace, like a boxing match where the protagonists are separated by a 4 ft trench full of dog waste.   

       *whether that is better or worse than the original York, is very much a matter of personal taste

       Totally baked in the movie "Escape from New York"!! Well, not the lottery part if I remember or I don't, still, NYC was the big prison.
