Split Police Department

Traffic cops are a whole different department

I have the feeling this is going to get fishbones galore, but here's the idea:

The police are here to help out and make our communities a safer place. However, many people feel uncomfortable around law enforcement officers, and many openly dislike those in uniform. A large part of this is probably the negative feelings that come along with receiving a speeding/parking ticket or some other minor vehicle offense. The proposition is to make traffic violations a whole separate department. Then make the police department only for criminal offenses, not summons. True police officers could not pull you over for speeding (just like a fire truck can't pull you over for speeding). They can, however, contact their corresponding traffic department to report things like "lots of speeding on rt 87." I think this might result in more positive feelings toward the police, of course the drawback of a whole bunch of negative feelings towards the traffic police.

       Oddly enough, NYC recently put the brownies, as they were known due to their brown uniforms, back in the police department, complete with regular uniforms. They weren't getting enough respect or something.

       Baked in Russia. They have the traffic police as a separate entity. Not that I would consider that an m-f-d'able ground.

       speaking for myself, awkward feelings around law enforcement arise from the fact that they are in a position of authority to which I am not accustomed. it's hard to relax when you don't know if the officer standing next to you might suddenly have you against a wall with your legs spread, and be, at least in part, sanctioned by society to do so

This is a classic example of confusing correlation and causation.
  

       The idea itself is organisational lunacy. A whole department or subdivision of the police, the sole purpose of which is to enforce the traffic laws, that is shorn of the powers necessary for the carrying out of its single function?
