Wait...if these two tops are counter spinning then each will precess in opposite directions. Anyway the rider leans will just cause it to turn in place. |

A uni-spindle might work. Also, no need for all the
platformation. Just ensure that the top has a small spike in
the middle (or a foot which does not spin with the disc).
Have the underside of the top shallowly hemispherical, so
that leaning more or less puts it in contact with the ground
at a greater or lesser radius from the neutral centre-point. |
