Re arrange the country for convenience. Have everything set out around a grid-motorway structure so that all areas are within a 'motorway box'. Then allocate a set amount of population/resources/etc to each 'box'. Not the most feasible idea, I know, but it would help.

       More or less impossible because this would require the relocation of millions of people from urban areas to the country.   

       Could be called 'ideal', but I think it would end up making everything look like a giant suburb. Which just makes me shudder...
