This is a "shhh"-throwing tube, used by librarials, to amplify and direct their shushes. Wispering tubes were a fad in the 1890s or something. Hitechify this by adding an equalzer that pumps up high frequencies. Also useful for street drug deals and surreptitious contraband sales and for the guy who sells you the letter w on sesemae street.

Librarials would probably pick you up on your spelling.

So how does this work? Is it actually a ssh-megaphone (perhaps sounding similar to a steam locomotive’s escape valve)?

Or is it a remote-controlled whisper tube, which can be manouvered using long levers, cables or motors to track across the ceiling and place the exit funnel inches above the chatterer’s head?

"shhh" That is a cute kid and has really good lungs.

I was thinking something like the first, a captain's telescope-like device that you could whip out of the desk, elongate with a satisfying "cl-cl-cl-click", aim at the offender and the with a blow-gun-like exhale, deliver the goods.

But the second possibility is interesting. In the basement of the Library of Congress there are side-by-side tubes for information technology cables and for a conveyor belt that delivers books between buildings. This could be like a third stream to convey sound in a targeted way. Maybe it could be combined with the closed circuit tv security system.
