A While ago in Australia, Leggionared disease was spread to alot of people by the desease breeding in Air Conditioner Cooling Towers (Warm, Moist Conditions). The desease became very proliferated. To prevent unsanitary conditions in cooling towers, have a very powerful UltraViolet light in the towers to distroy the cells and bacterium, and keep it sanitary. To prevent UV leaking and killing others, you could add baffles around the entrence and exit to the towers. This could even extend to Heaters.

       UV is commonly used to sterilize drinking water, too. It doesn't have to be that powerful; you can look at it just fine without getting killed (or even damaged). Surely this (or some other technique for fixing the Legionnaire's problem) is baked already?

       Legionnaire's is disseminated by air. The buggers have to get from the source, through the air, to you. If they get to you and cause disease, you need an antibiotic pronto. Most of the time, the bug is traced to air ducts, cooling systems, and the like (not heaters, usually). The places that have problems with it usually have problems with keeping their ducts and systems clean -- that is, they don't add a bacteriostatic agent to the water, which is never drunk anyways -- we need an invention to set off the Bug Alarm when fuzzy stuff starts growing in the wrong places!
