When I get little sleep, my eyes feel dried out. (I don't know
the exact chemistry.) Proposed is a set of goggles that
resemble swimming goggles, but there is an opening above
each goggle in which a saline solution may be dispensed to
keep the eyes continually moist. They would be worn in dry
environments to keep water IN the goggles.

maybe good idea for avoiding redeye at the swimming pool too. |
The fluid on the surface of a mammalian eye is complex and consists of several layers. There is a risk that even normal saline, in contact for an extended time, might cause disturbance to the system and result in serious problems. |
With the eyelids closed, this might not be so much of an issue. |
When the eyelids are open, the cornea relies on oxygen permeation to keep it alive, hence the development of gas-permeable contact lenses. If the saline became deoxygenated, this might have negative consequences. |
We are not saying that this is a bad idea; just that they eye is a complex and delicate structure ioerating in a carefully controlled ecosystem all of its own, and great care is needed to avoid damage. |
