This card would be sold in stores. If caught shoplifting a
person could surrender his get out of jail free card and
be let go without consequence.
Helps stores improve inventory control and gives an
outlet to people who do it for the thrill.

Unless the card was much more expensive than the
amount of merchandise it indemnifies the shoplifter
for, there's no store interest in creating this. Since
it removes the disincentive to steal, it's going to
cause people to attempt to shoplift much more
often. Since the store obviously can't stop all
shoplifters, more are going to get away with it in
between having to use up their card. |

That would obviously have to be the case. |

So, have the card available in a range of denominations, indemnifying against say 10% of its face value per "transaction". |
