       There are probably a lot of distraction/manipulation techniques considered not invasive enough for life threatening situations.   

       A NZ lotto ad had a guy, whom had won, walk through situations and give people a congradulatory high five. One of which was a criminal being held at gun point by the police. A definite rodeo clown as described.
