Rotating restaraunts are Baked and WKTE but this is a bit different.
The traditional design is a central hub giving access to a single slowly rotating ring on which diners are seated. The whole assembly is mounted at the top of a tall structure so that the view slowly but continuously changes.
The
location of the Restarauntorery would be on a high mountain peak rather than in a city, where there is an unobstructed view of the night sky; the roof would be a transparent dome.
In the centre of the dining area is a large golden-yellow sphere representing your system`s primary. There are a series of circumferential rings, each one of which has a pillar on which an illuminated sphere representing a planet is supported. The spheres are sized in proportion to the central sphere, but for practical reasons it is imposible to duplicate the orbital spacings. Moons orbit those planets so endowed - in addition your planet has a mass of silvery specks representing both active satelites and the lumps of space junk zipping round it like bluebottles.
Diners should take care when moving betwen the Mars ring and the Jupiter ring to avoid being clobered by one of the many asteroids.
Objects with highly eccentric orbits, like comets, move on fine wires suspended above the dining area. This includes the large chunk of rock that's going to hit your planet quite soon and cause another mass extinction.
The speed of movement of the rings is set so that the Earth ring makes about four solar rotations in an hour, and the other planets and moons are timed in proportion.
Access for diners will probably have to be via the periphery, but a service lift for food could be concealed in the sun.

However, it could be an adjunct to a mountaintop complex combining multiple real scientific instruments, some smaller* telescopes for visitors to use, a hotel, a science /education centre, and a planetarium. |

*These could range from basic 100mm reflectors up to s couple of superannuated, but still serviceable, "serious" telescopes. Advanced booking recommended if you want to rent one of the big ones for an hour and use it to try and find a minor planet. |
