Back up a few days.

Start with an animal or bird that has thick fluff or feathers. An emu springs to mind. Find a dead one. Coat it generously with slow-drying, non-toxic fluorescent paint. Leave it on a rural verge.

A hungry raptor comes to feast on its guts, and gets painted.

So, next time the same raptor goes to scavenge some road kill, approaching drivers have a better chance of seeing it before running it over.

tl;dr Gilets jaunes for vultures.
