display over the entry point.
Alternatively, they could be inside a larger shell like a rifle
cartridge - so that a fraction of a second or two after the
target is penetrated,
it explodes in a burst of sound and
color.

No, pyrotechnic projectiles are legitimate; signal flares, tracer, incendiaries. Bird-scaring 12 gauge rounds are widely available to civilians. |

See link. RAUFOSS ammunition, in this case .50 BMG, but it comes in other calibres. No ignition delay, as that's really hard to do in small projectiles, but rather is impact initiated (rather cleverly at that). |
