Glue that comes in a powder form, and can be mixed with water when required. This allows the user to create just the amount of glue they require for the job in hand, and the chances of the glue hardening in it's tube / tub when not being used is negated. Varying the amount of water alters the consistency of the glue depending on what you're planning on pasting.

       Flour?

I was thinking something a little more reliable than flour and water. After all, if flour and water was so great there would be no market for glue....

Casein glue. Baked. Or in the case of hide glue, rendered.
[Gordon] Thanks for the link - I always used to confuse that stuff with cascara - which I why I was always stuck in the toilet!

I like this idea, but it doesn't take account of the worlds evil geniuses, who could stockpile such a substance and sabotage the worlds water supplies by dumping it en masse into the the oceans to turn them to glue.
