If someone defrauds you on eBay, their account may be shut down. They re-open an account under a different user name and continue this in perpetuity.

But now there is a website where you can review people by name.

If you were wronged by a sale someone made to you through eBay, local classifieds or if you are dissatisfied with a service someone performed or, on the contrary, if someone went out of their way to help you and you were happy with a transaction you can log onto the site and enter that person's name and address and area where they live and record your positive or negative experience.

Or, if you are thinking of buying a car from an individual or doing any other transaction, you enter their name into the site and search to see if they have no prior "records" of defrauding other people.

A person reviewed should be able to contest the review through the site but if the case is not strong enough, the person could sue the reviewer for libel and get the review erased from the site.

       This was baked, actually by someone in my city. It was called Peeple. The massive backlash resulted in it being withdrawn very quickly (I think even before it launched).

       Ideas or advancements can come from anywhere, names should not really be in the review process.   

       And this is the same with being criminal. How can a person go good if they have a label which is eternally cloud based? Each on a case by case basis until learning is acquired.

       Unless it has enough clout to force changes to a lot of legislation across the world the site itself (or rather it's operator) is likely to find itself personally liable for libel (etc.) in very many places.
