A consortium will decide on what an ideal modern democracy should look like, much like how the W3C has pushed web standards such has HTML4. Once there is a standard, any nation with a problematic form of government can switch, should they wish, to a modern democracy very rapidly by following the instructions outlined in the standard, as opposed to starting from scratch and taking a long time to invent their own form of government.
